Reporting a Cyber Breach in Canada is Mandatory
The Personal Information Protection and Electronic Documents Act (PIPEDA) sets out specific requirements for any organization that experiences a breach of security safeguards involving personal information.
Under PIPEDA, your business must:
- Report breaches that pose a real risk of significant harm to the Office of the Privacy Commissioner of Canada
- Notify all individuals whose personal information was involved in that breach directly
- Maintain a log of ALL security breaches involving personal information for a minimum of 24 months
These obligations apply regardless of the size of your business.
Who Needs Commercial Cyber Insurance?
Cyber risk is not limited to large corporations or technology companies. Any business that stores customer information, processes payments, uses email, or depends on digital systems to operate is exposed, and the financial consequences of an uninsured cyber incident can be severe for businesses of any size.
If your business does any of the following, you should have cyber insurance:
Already Insured? It Might Be Time for a Second Opinion.
Cyber insurance is one of the fastest-evolving products in the commercial insurance market. Policies written two or three years ago often look very different from what is available and required today. Coverage terms, sublimits, and exclusions have all shifted significantly as the frequency and cost of claims have increased, and many businesses don’t realize their existing policy has gaps until after an incident occurs.
At Munn, we offer a no-obligation renewal review for businesses with existing cyber coverage.
Our commercial brokers will assess your current policy terms against your actual operations and the current market, checking coverage limits, sublimits on key sections like ransomware and social engineering, waiting periods, and exclusions, to identify whether your policy still reflects your risk.

Frequently Asked Questions about Commercial Cyber Insurance
Generally, no. Standard commercial general liability, commercial property, and professional liability policies are designed to respond to physical damage, bodily injury, and professional errors. If you’re unsure whether your current insurance program has any cyber protection, Munn can review your existing policies and identify where your exposure lies.
- Business Interruption: Covers income loss and increased operating costs when your systems are taken offline by a cyber event, including outages at third-party technology providers your business depends on.
- Cybercrime: Responds to financial losses caused by funds transfer fraud, social engineering, theft of funds, unauthorized use of accounts, and cyber extortion demands.
- Privacy Liability: Covers third-party claims and regulatory investigations arising from a network security or privacy event — including OPC inquiries, provincial privacy commissioner proceedings, fines to the extent insurable, and PCI DSS assessments for businesses that accept payment cards.
- Incident Response: Covers the real-time cost of responding to a cyber incident — IT forensics, legal advice, mandatory breach reporting to the Office of the Privacy Commissioner of Canada, and notification and credit monitoring for affected individuals.
The cost of cyber insurance varies based on several factors:
- Your industry and the type of data your business holds
- Annual revenue and number of employees
- Your existing cybersecurity controls; multi-factor authentication, endpoint protection, and backup practices all affect pricing
- Coverage limits and sublimits selected
- Whether you process payment cards or hold personal information
- Your claims history
As an independent broker, Munn shops your coverage across 15+ Canadian insurers to find the most competitive rate for your business.
Cyber insurance is a type of business insurance that protects your organization against the financial consequences of a cyber incident. This includes the direct costs of recovering from a ransomware attack or data breach, as well as third-party liability if the incident affects your customers, suppliers, or other parties.
